Some might argue that they are too generous with the free patch to justify the DLC's price tag. The DLC price is what they consider a reasonable return on all the work done to create both the free for all patch and the DLC itself. The problem Paradox faces is deciding what work goes into the free for all patch and what is exclusive to the DLC and is paid for. (And they're not alone in doing this either.) If enough do, and this seems to be the reality, then Paradox can continue to work on the game for years after the release.
If there are too few folks who want to buy the DLC and support the game, they will drop the game after a fix-it-up patch or two and move their workforce onto a new project that will actually earn them money.

Sure, I expect developers to fix up the worst of the bugs from their games after release for free but I don't expect anything long-term for free. I need an income to support my family and our education, interests and hobbies.

So they did the rework and it took the best part of a year to conceive, design and code to do.Īnd so to address the question posed by the OP, while I actually do have a heart and do charity, I certainly don't work for free and I doubt most of us do by choice either. It was after the game was released that folks expressed dissatisfaction with the system and started asking for an overhaul to the naval mechanics. It wasn't in the game at release because there was a different system in the game on release, one which they conceived, designed and coded. and eu4 i have 1 or 2 as the gameplay of eu4 isnt really my kind of tea even though its similar to crusader kings. i bought pretty much all of ck2 DLC, hoi4 dlc except for man the guns. i dont see how its fair that players need to buy DLC content to access base game material any and all other titles and dev would have put into the game at release with updates not DLC. just not worth to purchase the DLC for 3 things, 2 of which shouldve been involved with the game before release. I didnt say but didnt deny their wasnt anything good with the update. Whether or not they succeeded is up for debate, but you can't deny that this DLC did by far the most to change the game and do something substantial.
To be fair, people were complaining that the naval aspect was broken/underwhelming, so they made an effort to improve it.

plus man the guns just obosulutely doodoo the whole naval aspect made it more complicated then it should be. and 1 extremely minor thing that shouldve been involved with the free. those are the only 2 major things youre paying for. plus the addition of said countries in the gameplay option menu where you can select what a country is gonna do, like hungary forming the austria-hungary empire, UK going communist, germany going kaiser so on. man the guns youre just paying for 3 focus trees, UK, neatherlands, mexico.
